The B.E.S.T. (Building Excellent Schools Together) Alliance voluntarily assists Ohio school districts with creating a Responsible Contractor Policy of qualifications to include in construction bid specifications that help assure the bids are received from competent and qualified construction professionals who will build only the safest schools.
It is the responsibility of a local school board
to enact and mandate the criteria set forth
in the Responsible Contractor Policy. |
The Ohio School Facilities Commission only suggests that school boards use specific criteria in determining whether a contractor is responsible – the majority of the guidelines the OSFC lays out are not mandated. Thus, it is left up to individual school boards to make sure the criteria is enacted and followed.
Local school boards have the authority to enact a Responsible Contractor Policy for their district as a guideline for awarding bids on school construction projects.
School boards can, and are encouraged to, enact other guidelines, besides those specified, and expand on the criteria determining the responsibility of a contractor.
