The State of Ohio’s Ohio School Facilities Commission in July 2007 approved Resolution 07-98 “Model Responsible Bidder Requirements List” to empower local school districts “to establish responsible bidder criteria to ensure (construction) projects are completed by responsible contractors employing a
qualified workforce.”

With a Responsible Bidder Workforce Policy, any contractor submitting bids for a school construction project must meet certain requirements outlined in the policy. These criteria keep quality construction, safety and accountability at the top of any plan to renovate or create a new school facility.
Ohio School Facilities Commission Bidder Criteria:
- All Required Work is Included in a Bid
- Investigate Abnormally Low Bids
- Qualified Supervisors
- Payroll Violations
- Compliance with Prevailing Wage Law
- Drug-Free Workplace
- Proper Licensing
- Licensed Not Revoked
- No Pending Lawsuits
- Compliance with Employee-Protection Laws
- Subcontracting
- Proper Risk Assessment Rating
- Employee Health Care Plan
- Employee Pension & Retirement Program
- Properly Trained Workforce
- No Debarments
- Payment of Prevailing Wage
- Compliance with Project Labor Agreement
