The State of Ohio’s Ohio School Facilities Commission in July 2007 approved Resolution 07-98 “Model Responsible Bidder Requirements List” to empower local school districts “to establish responsible bidder criteria to ensure (construction) projects are completed by responsible contractors employing a
qualified workforce.”

With a Responsible Bidder Workforce Policy, any contractor submitting bids for a school construction project must meet certain requirements outlined in the policy.  These criteria keep quality construction, safety and accountability at the top of any plan to renovate or create a new school facility.

Ohio School Facilities Commission Bidder Criteria:

  • All Required Work is Included in a Bid
  • Investigate Abnormally Low Bids
  • Qualified Supervisors
  • Payroll Violations
  • Compliance with Prevailing Wage Law
  • Drug-Free Workplace
  • Proper Licensing
  • Licensed Not Revoked
  • No Pending Lawsuits
  • Compliance with Employee-Protection Laws
  • Subcontracting
  • Proper Risk Assessment Rating
  • Employee Health Care Plan
  • Employee Pension & Retirement Program
  • Properly Trained Workforce
  • No Debarments
  • Payment of Prevailing Wage
  • Compliance with Project Labor Agreement
